"Rootless cosmopolitan" was a fairly standard charge against Jews by populist nationalists, not only in the Soviet Union, but throughout Europe. There were two theories of nationalism: one that was accommodating to minorities, as long as they were loyal to the regime and accepted the rule of law, and the other which insisted on ethnicity as a qualification of belonging to the nation. In a sense, fascism derived from Rousseau, with his theory of the General Will, and preference for consensus in an organic democracy representing The People. This sort of conception lead directly to the idea of the Volk which has its highest aspirations articulated by Der Fuerher. It is hard for minorities to get a foothold if they are inherently alien to the nation.......
