But it IS Bush's fault. He's a spender. The energy bill is chock full of goodies for environmentalists and other liberal groups. He thinks he's buying votes and/or doing something good for the country. But it's not working. Bush needs to stop trying to curry favor with those types of groups, because it amounts to nothing but a giveaway of taxpayer money.
