I'm not 100% sure I'd assume it's a lie, but like yourself, I haven't seen anything in the public domain with that much detail on the plans for invading Afghanistan. If memory serves me correctly, there was an item about an American diplomat in Germany who supposedly let the cat out of the bag on pre 9/11 plans to attack Afghanistan, but it was rather circumspect. The Miniter statement would appear to confirm that item, but it strikes me as the sort of thing I would have run across a long time ago if the information was available. I'll concede I could have missed it, but it strikes me as the sort of thing a lot of websites would report if there were actually a source.

I'd probably tend to lean toward the idea that the spin put on the item is more in the way of damage control on something likely to become public knowledge in the near future. The obvious question would be why were we planning a war against Afghanistan before there was an excuse to go to war with Afghanistan. Since Bush's daily briefings are likely to disclose that information (if it exists), retaliation for terrorist attacks that hadn't happened yet, in order to install a pipeline, is going to be a hard one to explain by anyone without knowledge the attacks were about to take place. Combined with the Baker Report evidence of the pre 9/11 planned invasion of Iraq, which was also billed as a "war against terror", it's next to impossible to explain why the war plans predated the excuse for war, unless the excuse was part of the plan. The chance of Bush gaining authority from Congress to launch his oil wars was nonexistent in the absence of 9/11.

So, either, as you suggest, Miniter is lying, or Miniter has access to the PDBs and has been authorized to put some spin on it before the official release.

It'll be interesting to see if the information eventually becomes common knowledge.
