Upon further reflection, I'm now more inclined to call Miniter's phrasing spin as opposed to outright lying. **** There's a quote that is floating around regarding the negotiations with the Taliban. According to a couple of sources I've seen, a U.S. State Dept. official was purported to have told the Taliban that we would either cover them with a "carpet of dollars or a carpet of bombs" at a meeting in the summer of 2001. The Taliban refused to come to terms with the negotiators, and the rest is history.
