With full thinking. Kennedy was a cold warrior. His Administration built 1000 ICBMs increasing America's inventory by about 2000%. It was his Administration that tried to kill Castro. He defended America' military presence in Vietnam till the day he died. JFK as much as anyone deserves credit for the fall of the Soviet Empire. It was his Administration that really lit the fuse on the Arms Race, which ultimately bankrupted the Soviets.

I know that people claim that Kennedy privately wanted to withdraw, but because all of his public statements were to the contrary, it would have been almost impossible for him to appear to suddenly change his mind. Just because he asked for contingency planning (for a possible withdraw) doesn't mean that he definitely going to do it. The President was just doing his job, and planning for multiple outcomes. Just as Ike wrote a memo taking full responsibility for the failure of D-Day - it doesn't mean that Ike meant to fail.
