Like the hundreds of taliban leaders spirited away from Afghanistan, some of these efforts are likely directed towards recruiting terrorists and leaders. This was done after WWII through Reinhard Gehlen's crew under Operation Paperclip, as fodder for spycraft against the USSR. Now if it is being done again, it's likely under the same rubric. It's handy to have some of the enemy in our prisons, without accountability. You can say this is responsible and necessary, but the danger in dratted secrecy is inevitable misuse of power. You have to trust gov't officials, beyond anything in the Constitution, or common sense. The most important of these is Reinhard Gehlen, Hitler's master spy who had built up an intelligence network in the Soviet Union. In 1948, Gehlen almost convinces the Americans that war is imminent, and the West should make a preemptive strike. In the 50s he produces a fictitious "missile gap."
