The biggest issue may be not who did exactly what but the ability of so many obviously involved to avoid official investigation. It's amazing to trace the circular logic of the compromised media "pundits" from lone-nut all the way to "gee, there must be no conspiracy because someone would have uncovered it by now", attempting to dismiss volumes of damning facts.

All of this was pre-internet. We now see a greater citizen ability to assemble facts, needing greater counter-attack by any who need to suppress and stonewall at the highest levels. We're seeing that this guarantees greater polarization between the supplicants and the suspicious, which in turn leads to a Court of Louis XV-type ever-greater demand for payoffs to corrupt courtiers to keep with the program.

High-level corruption in the digital age leads to scandal or suppression, or an unprecedented mixture of both when they can't deny the facts, but are able to control gov't enough to prevent inquiry from becoming official.

Meanwhile! Ladies and gents, watch as concentration of power creates a fascinating engine of sophistry, spewing a wonderful array of justifications for everything up to and including mass murder. The same happened to Roman Senators and Ceasars, and Germans. It's a race between expression and suppression. We may see how much Ashcroft learned from the Russian secret police.
