Nah, you're going too far. The Bush family isn't that smart though Cheney and Baker are. The ones they've taken care to cover up for are the Saudis. The Saudis and Kuwaitis are part of the Bush-Cheney power base. Even though they don't vote they make a lot of Bushies rich and can always be counted on. I submit they were counted on to help Enron and others to rig energy prices upward during the 2000 election. It was a win-win situation for all of them as they hurt the Clinton-Gore economy, destroyed Grey Davis, robbed Dem California, raised an issue Gore had no answer to (because the oil cabal is so secretive and under no government power) and plundered tens of billions. This all connects with the CIA as well. Carlyle Group, Halliburton, Bectel, the Saudis, other oil and defense right-wing interests. All have CIA connections along with Bush Sr. This is their core. If Enron hadn't been busted they'd still be the neo leader with the most daring schemes. Enron and others blatantly ripped off billions but so far no real indictments. Another cover-up. Ken Lay knows way too much. Therefore, it comes as no surprise that Bush-Cheney would quash investigations into the Saudi funding of terrorism after they took power. That resulted in 9-11. But of course they like to blame it all on Clinton. Saddam's importance in all this is that since he attacked Kuwait Bushies have seen that as the perfect excuse for invasion and seizing their oil-fields. Unfortunately they were over-greedy and zealous and didn't plan it very well at all. Thus the situation we are in. It's all very corrupt and they cannot tell us the truth about it or they'd be impeached. That is why they keep spinning lies and wild excuses.
