You are misreading China. Taiwan is an issue the transcends your logic. China is not bluffing and will pay the consequences rather than stand-by. They will go to war over Taiwan if pushed. Any gamesmanship that believes there is lots of wiggle room is beyond dangerous. China and the US are highly interdependent, but China would not hesitate to act. As for China not being monolithic, it is not in political structure, but when you strike the nationalist nerve of Taiwan, the degree of support and consensus is overwhelming. Countries sometimes miscalculate -- Saddam did on more than one occaision. Argentina miscalculated in the Falklands. Because we as a people do not comprehend the depth of emotion in China on the issue of Taiwan, we are prone to miscalculate. If there are people in the Bush Administration encouraging or providing any support for "indepedence" for Taiwan, they should be fired immediately.
