That is his short term recommendation, but the rest of the article paints a much darker picture and argues against his recommendation. Not too long, an easy read.

I wonder if the US needs to take a lesson from Milosivic - when you go to steal someone's country, you don't leave them hanging around afterwards, but you clean the place up by killing them or pushing them out (we seem to have forgotten our 'successful' campaign with the native americans).

Perhaps the US is making the mistake of thinking the people of these countries (N.Korea, Vietnam, Afghanistan or Iraq) will trade their independence for some promise of a comfortable, american way of life? Maybe G. Bush has it backwards, and these people are the true lovers of freedom (which the americans have docilely relinquished as the price for maintaining their 'standard of living').
