What is really sad about this is that kids will be failed in school because of what essentially is not their fault.

I have now NINE children (my wife and I just discovered yesterday that she now carries twin boys! Twins!! I have been bursting at the seams to share this here. So now, I have eight boys and the goddess), those kids work their butts off each day. They do this because I take a very serious interest in their studies, even the toddlers work hard at their play. When a child encounters difficulty, I simply bend more attention toward that child to get them through. No need to put the kid on the spot, to eventually fail him. When test time comes, they are eager to strut their stuff.

Unfortunately, many kids in the school system are essentially abandoned, at least emotionally. This is true even for many wealthier children. Then they are expected to have the self-discipline to listen in class and keep up with their studies. Kids are not typically so disciplined. The problem is cultural. Our culture is decreasingly family-centered. Parents need to engage - seriously engage their kids-- and husbands their wives. No amount of outcry is going to fix the problem until they do.

I live in the Northshore school district in the outskirts of Seattle. I have 2 kids in school, one in high school and one in middle school and I am very pleased with the schools and the teachers they have.

I think you are projecting blame for the ills of society onto the schools. I think sometimes there is an equal failing of the parents. And that could be because they are working 2 or 3 jobs and trying to survive because of class warfare policies by republicans. So they are not around to supervise their child after school. I think there is a connection of economics to the problems that you are not addressing.
