No. France and Germany did not "refuse to restructure loans Iraq". They refused to ERASE them. There is a difference, you know.

What? Just how, in your opinion, did France & Germany "make it more difficult for Iraq to start reconstruction work"???

then why give them any benefits form the reconstruction projects ?

The correct way to think about the reconstruction process in Iraq is how best to benefit Iraq rather than sharing benefits from reconstruction projects by the invading powers. That doesn't seem to be what you are doing.

Let's say a French company bids lower for the same project. Can you say it is in Iraq's interests to pay more to Halliburton?

I dare you to find one good reason why excluding possible bidders from various countries is good for Iraq and Iraqis.
