Internap Selected by Delaware to Support Statewide Government Internet Usage

Internap(R) Network Services Corporation (NASDAQ: INAP), the leading provider of performance-based routing services over the Internet, today announced that it has been selected by the State of Delaware as the primary provider of IP transit connectivity supporting statewide government Internet usage, Web applications and mission-critical e-government initiatives.
The Internap(R) services will support general government Internet usage statewide, including remote access, select Internet applications and a number of Websites maintained by the State of Delaware, including the Delaware Department of Transportation Website. "Internap's industry leading service level agreement, which guarantees performance across the entire Internet, along with their redundant connectivity model, is what sold us on selecting them," said Colleen Gause, director of the Department of Technology and information, State of Delaware. "Continuity of service, performance and reliability were our major concerns when evaluating service providers. Internap's ability to intelligently route traffic across the best performing backbone networks will provide our employees and citizens with the highest level of service available anywhere."
As part of the agreement, Internap is also utilizing private fiber owned by the State of Delaware to provide a 100MB Ethernet-over-fiber connection from its Private Network Access Point (P-NAP) in Philadelphia. This flexible approach provides added benefits to the state by reducing the dependency for critical data to traverse local network loops, thus decreasing access charges and improving connection speed and performance.

State and local IT outsourcing will grow from approximately $10 billion in FY 2003 to more than $23 billion by FY 2008, according to Input, Inc., a Reston, Va. research firm. This growth becomes more dramatic, Input says, as retirements outpace the ability of governments to staff important technical functional areas. Homeland security, e-government, telecommuting, and adoption of voice and video applications are driving government at all levels to increasingly depend on the guaranteed performance and reliability provided by Internap.
Under the leadership of Governor Ruth Ann Minner and the Delaware Department of Technology and Information (DTI), the state has developed one of the most comprehensive e-government portals, www.delaware.gov, where citizens, state employees and businesses can access services related to education, employment, public safety and a range of other topics. DTI's "Access Delaware" project, which enables Delaware agencies to deliver Internet-based services to citizens through alternate mechanisms such as the telephone, received the prestigious 2003 Digital Government Award, presented by Accenture and MIT.
