Stalin was a dictator powerful enough not to require coddling. He would have existed regardless of whether FDR supported him or not. Saddam would have not amounted to much had Reagan et al not fed him. He gassed the Kurds, but who gave him the weapons? (Hint: Rummy was going around in Baghdad those days and posing for pictures with Saddam).

And talking of Saddam looking like Santa, yes, he does look like Santa when compared to the Uzbekistan dictator who is in the "coalition of the willing".
