Most countries when engaged in a level of war, shoot back.

So let's rephrase the question: Has Saddam Hussein ever attacked America, with violence, not due to accident or from a response in war? Yes or no.

You are hilarious. In 1987 we were on Saddam's side against Iran. He was our ally and we armed him. He thought he was our friend.

In Kuwait we had already attacked him. I'm talking about a deliberate attack against the US, not self defense. Has Saddam ever attacked us? Nope.
