This part of your post indicates that I best cut and paste the info contained in the links in my previous post. Hope it helps.

It seems to effect many functions that are mostly mouse-related (cut & paste functions, opening links in new windows, etc.)

I had this problem yesterday (WIN2K). There were two specific issues. 1) I had the blast worm virus. This was dealt with by going to symantec's web site and downloading their blastfix tool. This removed the virus and cleaned up my registry. You must do this first as it prevents you from going to Microsoft's windows update site. :( 2) This did not fix my svchost.exe shutting down problem. The only way to fix this is to go to Microsoft's web site and download the critical update patch. However, you must be running service pack 2 or higher, so I had to download that first then apply the patch. So it's blastfix, SP2, patch, sorted! My system returned to normal. Paul

To add to Dennis' answer, here's the blaster removal tool. If you are using ME or XP make sure you turn System Restore off before removing the blaster worm or you will be reinfected and then go to Windows Update and download the latest critical updates.
