I think both approaches are what is necessary at this point. I agree with your statement about a communal approach and by education. Unfortunately, the UN is so weak and beset by politics that it needs to be revamped. It is truly irrelevant. Your approach, which again I largely agree with, takes time. Terrorists can't be allowed to gain strength. It only takes one attack that is successful. Terrorists CAN and have been hunted down. Unfortunately, we need a 100% success rate and that may not be possible. It doesn't mean though that we should give up and let them do what they want.
