Right. A quick example. I approached our county board and advised them of savings without service cuts. They looked bored at the onset until I presented them with the plan...they need to think outside the box. Employees work for the county and its departments. The departments hire 1/2 positions and pay full benefits. By consolidating hiring they can hire a person to do two 1/2 positions and reduce benefits by 1, which equals 35% reduction in benefit costs. What this meant was that an employee for the county would report to say human services in the morning, then go upstairs in the afternoon and work for another department. Once they understood this, the board to their credit became interested and asked to go through additional line items...this is ongoing waste throughout the country. The employers (the taxpayer) should not be burderned with stupid management practices at our expense. Management should manage and the bar needs to be raised higher.
