Steve,

A federal budget surplus does not mean that public debt is decreasing. You notice that table 1, does not list the National Debt, but the "Debt held by the Public" (which did decrease). Are these numbers correct? Probably.

Do the numbers reflect the true National Debt? No. Can you calculate the true National Debt from the tables? Yes, but you've got to do it yourself.
