I don't trust the cattle ranchers as far as i can throw them and they just pave the way for over-reg with their "no problem", "no problem" mantra.

It's so hard to know when businesses are covering up and when the public is over-reacting. Hollywood is full of disaster stories that start with those at economic risk try to hid problems, like in Jaws. That has become a cliche, but there's substance behind it. For every real problem there is an Alar scare. It took apples a while to recover. I can understand producers not wanting to be precipitous even if they're not flat-out covering up. So hard to know.

As for regulation, some industries are fairly good about regulating themselves, which is a better approach when the industry is willing because they know their business and they can respond more gingerly. Legislators aren't adept at either. But the temptations to cheat or let things slide are enormous.

EDIT: I agree with you that cattle ranchers would be near the bottom of my list of groups to trust.
