I think the author is too quick to claim that the Russian plants are in poor condition. Any plant without proper maintenance, parts and supplies would be in the same condition.
Unlike many Western power equipment companies, Russian parts, supplies and entire turbine and boiler replacements are available and still are being manufactured. Russian equipment has a high degree of standardization and is being continually improved.
