That is positive thinking and America no doubt has good intentions. Unfortunatly the situation in most places has not improved. There is rising prices for food and gas, heating fuel and electricity shortages. Irmrovements to the security of the "liberating" forces and coalition contractors by eliminating insurgency so reconstruction can take place is a bit of a gamble.
You have to assume that the population wants identification numbers, credit cards, western style billing systems for electricity, heating fuel and all our electonic documentation so they can get reconstruction jobs. When they finally get paid you assume that they want a MacDonalds and a Walmart built.
Reality however is that the may reject all these things and systems that we think that they might want.
