Win - Trust is something that has to be earned and earned continually over time. If I were an Iraqi I would be very skeptical of the CoW. Considering our involvement over the last 100 years in the ME, the Iraqi's experiences with Saddam, and the lack of information in Iraq over the last 20 years I expect people would be very cautious about giving trust.

Consider that we have whackos here is the USA indicating we are in Iraq to "liberate" the Iraqi's from their oil.

The Iraqi's have been burned by the USA before, and they have been exploited by the supporters of Saddam of recent. France, Germany and Russia were more than happy to keep their oppressor armed and in power.

Only time and our efforts will prove to them whether this time will be different.

There are only a couple of choices for the omitted numbers. One is another degree of confidence noted, and the other is "don't know". But if you answer "don't know", it indicates at least a modicum of trust, or you would express simple mistrust. Therefore, the residual has to indicate some degree of trust, even if tenuous, for the CPA.........
