Exactly how would you expect the Allies to conduct a "body count" on Dresden and Tokyo right in the middle of the war??

We knew the population within a few percentage accuracy. Overflights were conducted before and after to count buildings and flows of refugees. This is a science, there isn't a lot of mystery about it.

The same is being applied in Iraq. We just aren't being told about it.

That's the problem. Politicizing body counts was exposed in the Pentagon Papers. What we have here is an escalation in strategy, to keeping everything secret, which is even worse. This is likely not the military's decision, but the civilian authorities, purely for domestic political purposes.
