US' "War on Terrorism" has undergone a metamorphosis from chasing the Al Qaeda in the mountains of Tora Bora, to preventing them from coming into the US on foreign airliners. It has been changed in that the civil liberties of US citizens are being curtailed (Patriot Act II).

Could there be some propaganda advantages in having Ben Laden perceived as alive and well?

There would be some propaganda advantage in having Bin Laden declared dead if not captured. Remember the cowboyish approach of Bush where he said "we will smoke them out of their foxholes." Where is Osama and where is his foxhole.

In a strategic sense, can you see any advantage(s)in having US troops positioned in Iraq?

No, none whatsoever. On the contrary having US soldiers die at the rate of 1 a day is no startegic advantage. Having a strong presence in Diego Garcia is sufficient enough of a strategic advantage.
