no I think Bush is worst, because our fiscal position wrt the western world went from first to worst in his term, a simply amazing feat and something I would not have thought possible prior to Bush. Carter didn't have that advantage of a strong economy and budget going in. I am no expert on Carter but the 70s were a different time for the US economy as a whole, vs. now where we have some of the most efficient global corps in the world. Bush spent the equivalent of the valuation of some of the top companies in this country on pork- in 3 years. Amazing, just astonishing, really.
