Inasmuch as nothing much seemed to have changed from the Clinton administration, yes. But when the Clinton administration carried out a policy for 8 years, then the Bush administration carried it out for 9 months (even then, there were signs that they were trying to change, remember the "smart sanctions" at the UN?), you can hardly say that OBL was emboldened by the Bush administration's actions.

This anti terrorism effort we have frontlined since 9/11 under GW Bush and his delegated administrators will not, in the great scheme of Historical World Politics, amount to much more then a page or two of historical text, however, it will point out that America, under the Administration of GW Bush instituted policies and carried out measures that turned the world against Terrorism and forced the Middle East Monarchs to adjust their thinking of remaining outside the Global community.

as well History will record that William Jefferson Clinton
as President of the USA from 1992 to 2000 completely and totally squandered his effectiveness as a world leader and a moral role model to pursue the desires of his sexual appetite, he did go to Rhodes though.
