There is no conspiracy without conspirators, and there are no conspirators without communication in furtherance of a coordinated plan of action. Otherwise, people are just going about their business, even if you think their actions all contribute to a trend. Since the Patriot Act mainly relaxes prohibitions that did not exist until the '70s, it is silly to say that we are being pushed to a totalitarian police state unless you think we were particularly close to that situation 40 years ago. If you think we were close to a police state then, obviously you did not live in a major metro area.

As for the New World Order specifically, it is obvious that it was a slogan more than a plan, and that Bush was merely considering the fact that the end of the Cold War involved new opportunities to encourage justice, stability, and peace in the long run. The Council on Foreign Relations is about as insidious as having a debating club on economics. There is little or no evidence that it has a single program, or that it has decisive influence in world capitals.........
