"Tax selling" usually refers to selling for the purposes of establishing a tax loss.

For example:

"On a sector basis, the telecommunications group -- chock full of losing stocks like AT&T, Qwest and Verizon, -- looks most likely to come under tax-selling pressure"

I have never seen it used any other way myself. People are seldom anxious to establish capital gains and often interested in establishing short term losses for tax purposes.
