Yes, and Yes. My preferred choice is to deduct the money, but have the individual have control over it, regardless of anything else. A person contributes, a person should get something in return. Sure, there can be some limitations in terms of "age when you get the return" etc.

I cannot see how that would work out under the present system.

I watched a TV special report on the Social Security system a few years ago where several retired people were describing how they had already received payouts many times in excess of what they had paid into the system. One elderly man said he had received seven times what he had paid in.
