What would you do on the payout side. Would you reduce SS checks by four percent a year

For current retired folks, reduce by 4%/year. For future people - simple case : 25 years from now , no SS checks.
Somewhere in that timeframe, a schematic needs to be drawn up for people transitioning out of work into retirement - isnt that why we have the pork bellies in DC ? :-)
