Just as the FDA bureaucrats are largely a captive of the pharmaceutical interests they are supposed to regulate (with 'public health' concerns taking a back seat to protecting the industry's revenue streams from competition), I believe that the Agriculture Department is similarly 'in-the-pocket' of the interests they are supposed to be regulating.
