There was a time Bill, when I would have believed that a conservative would do something about illegal immigration...not any longer. Republican businessmen like cheap illegal labor--they don't want the flood to stop. Pres Bush wants illegals on Social Security rolls--that issue alone will lose the election for him. Does he really believe the Spanish vote can overcome votes of millions of voters whose families have been citizens for over 150yrs? The swing voters have started to swing towards Dean. They are 20% of total vote & can win it for him.
