I think the problem with no child left behind is that Bush mandated it but didn't fund it. He left the funding for the broke states, while at the same time openly admonishing those states that were running deficits. Bush pushed a lot of human service legislation down to the state level- but even so, the states including even california have managed to fare better than this white house wrt the budget. Bush is a fiscal disaster.

NCLB is a boondoggle for teachers unions. Having seen the NCLB initiatives in three of my local schools, I can categorically say it's a total waste of money.
