The 19 terrorists were individuals who did not represent the Govt. of SA or in the case of Pearl Harbor the Govt. of Japan.

That idea is mistaken, and is at the heart of your other mistaken beliefs. The terrorists were not individuals. They were the operational part of a militant wing of a much larger political movement that is trying to take over the Middle East. The 19 Saudis represented a movement that isn't the Government of Saudi Arabia just at present, but which very much WANTS to be the Government of Saudi Arabia, and is supported by maybe half the Saudi population. The Middle East in general, and Saudi Arabia in particular, have exported their civil war to us.

Which is why we're currently not at war with Saudi Arabia.

But THEY WERE products of the government sanctioned religion, Wahhabism, with all of its militant and intolerant nuances. They were NOT misguided. They were INDOCTRINATED by Wahhabism to carry out Jihad.

And this religion was taught to them by militant Wahhabist clerics sanctioned and paid for by the Saudi government.
It is the State Religion.. No others are permitted.

Furthermore, as I have pointed out elsewhere, several of the terrorists were directly aided by funds provided by Saudi royals, Prince(ess) Bandar in particular.

Bottom line.. Saudi Arabia is a kingdom where there are few freedoms. And in such societies, its rare that such militant views are permitted without some official sanction/tolerance.

But we'll find out eventually the role of Saudi Government officials/royal family, when this lawsuit goes to court:
