And it is sad a President must do the same with congress. They must become more responsible. The excessibe spending and waste is harming all taxpayers.

You are apparently unaware on how the government works. The President proposes and the Congress disposes. The Congress spends, not the President You will find that all the spending bills have been passed on a bi-partisan basis, plus the add-ons Congress likes to bribe their constituents with to vote them back in.
