I say use a tough love approach and get them off the street physically, but offer some training, rehab and shelter to give them another chance. If they don't embrace that, then its jail. If I can't even camp in an undesignated camp ground, they should not be able to eat, sleep, piss and crap on our public streets. Help them and the public. If they refuse it, tough crap. They are a danger to themselves and the public. Oh, they should never, ever be allowed on the streets. Jail ain't the answer, either, but I suppose a shelter could be seen as a minimum-security prison, and I guess that's OK. Personally, I'd lock out all of the illegal immigrants and make homeless people do their work. -Z
