Given the current disparity of wealth and income between the two countries, there would be a mass economic migration the likes of which the world has never before seen, if you were to open the border BEFORE creating those opportunities. Creating opportunities on both sides of the border BEFORE opening the border to free migration might prevent that, if you believe that the only thing that separates the two nations is opportunity, and not the ability to capitalize on opportunity.
