What is the status of hostilities in Iraq, that is, is it a war, police action, or something else?

Quite clearly, it is not about turning the country of Iraq over to the Iraqi people:

General Hussein killed those who opposed his rule. General Bremer kills those who opposed his rule. The primary difference between the two generals seems to be that Hussein was more competent at running the country.

I can't fathom how they justify sending pretty cookies to the US troops "proof of patriotism."

But they "like" George W. Bush.

The clip wasn't very long, but the Iraqi's didn't seem to be shooting at the helicopter - I couldn't even tell if they had guns. I wonder what the rules of engagement are? How were they identified as hostiles, out after curfew?
Kinda reminded me of the Rodney King video, only with deadly force! If this is what we're doing over there, I doubt if we're winning a lot of hearts and minds.

Kill'em all & let god sort'em out seems to be the "Appointed-President" George <font color=red>Warmonger</font> Bush's rules of engagement. They're clearly unarmed and could've been 3 teenagers trying to get home after an evening bible study session.

Did they actually go back and murder a downed wounded unarmed man in cold blood?
