As for asking the Iraqis, who represents "the Iraqis"? Who would you ask. You'd have to hold elections or do caucuses to establish someone to speak for the Iraqis on the subject of whether to use elections or caucuses.

Gallup is now doing pretty decent polls of the Iraqis. They could ask.

I didn't say this was about legitimizing the UN, because most of the people who want the UN don't think it needs legitimization. They think it is axiomatically legitimate, more legitimate than the US or the Iraqi Governing Council or any other government you could name. But I notice that nobody has asked the Iraqis their opinion on the matter.
