You are comparing peak rates which is an easy metric to calculate and of some importance to the user. But it is not anywhere near as important as much fuzzier metrics like:

1) Average throughput (no one will actually get 2.4 Mbps, even on an unloaded system, unless they are right near the Basestation).

2) Cost per avg Mbps.

3) ...

I happen to believe that EV-DO will do much better on these fuzzier metrics, but that is much more debatable than peak data rates.

Apollo, the WCDMA standard reflects more politics and interest group influence than economic rationality. Initially the standard was adopted in an effort to create incompatibility with CDMAOne, at a time when some people thought they could circumvent QUALCOMM patents on broadband CDMA. I also believe that the difference in speed has to do in part with sychronous v. asynchronous transmission.

Indonesia, which has a very poor wired infrastructure, is an ideal market, particularly for CDMA450, and it seems that some effort has been made to implement this type of CDMA. I think the 450 mhz band is the most versatile for countries that need a wireless network for both voice and data.
