Mr. Laxalt traveled to the Philippines in late 1985 to deliver a personal message from Mr. Reagan to Marcos, urging him to undertake major reforms to avert a civil war in the islands. After returning to Washington, Mr. Laxalt stayed in touch with Marcos, and later convinced him to accept international observers to witness a "snap election" Marcos called in early 1986. When those observers concluded that Marcos' victory was based on massive fraud, and the Philippine situation again deteriorated, Marcos called Mr. Laxalt in Washington to ask what he should do. Mr. Laxalt responded, "Cut and cut cleanly. The time has come," thus effectively ending the Marcos regime after 21 years.
