A unilateral attack is one-sided in the sense that it is not in response to an imminent threat of attack or an actual attack... the implications of the United States launching unilateral attacks on other countries. What were "the implications of the United States launching unilateral attacks on" Yugoslavia (twice), Afghanistan (twice if you count lobbing cruise missiles into a country), Sudan (cruise missiles, again), Iraq (the first time), Granada, Panama, etc.?
