Well, I was just quoting Josh Marshall. I'm not sure if I believe his thesis. The Neocons' primary agenda is Israeli hegemony. (The war on Iraq was not at all 100% about Israel, because the Neocons were just one of many forces that led to the war). But, when analyzing just the Neocons' motives, chaos in Iraq means that the Iraqi people are too busy fighting each other to worry about the Palestinians. The general Israeli strategy is to isolate the Palestinians, so they feel compelled to accept Israeli domination without resistance.

Of course, it is equally possible that the Neocons do not want chaos in Iraq, but actually do want an organized government, in the hope that the Neocons can manipulate that government.
