It seems like a great way for corporations to continue to give jobs to foriegners whithout actually having to build a new plant in another country.

I don't quite follow this. Are you saying the proposal aims to document legal immigrants and provide cover to go after illegal immigrants? I thought legal immigrants were by default documented; and I can scarcely understand why cover must be had to go after people who are clearly breaking the law. Of course, I am not a leftist or politician.
