Dunno. Haven't thought about it. Might be better to give additional incentives to folks who hire locally but i dont like to mess much with markets--always seems to backfire even with best intentions. mikey

Surely we're not giving incentives to companies to oursource jobs. Say it isn't so.

If the incentives they get are for something else, then presumably they're contributing as specified in the incentive. To take away unrelated incentives would be punitive and counterproductive. I guess you like the punitive part. But it would be a shame to discard the productive part just to be punitive.
