I do not think you are getting the point. The Canadian example has little to do with protectionism, per se. It has to do with extending discounts in order to get customers otherwise unavailable. The fact that it is government is incidental, since any institutional contract would have much the same effect, for example, supplying all the linen at Best Western Hotels worldwide at a discount compared to Hilton. If all the world wants discounts, then the item cannot clear the market at the top price, and R&D will take a big hit, which will either require publicity to aggressive customers to back off, or will require government subsidy of basic research to supply the shortfall.

The only way of judging the efficacy of medical coverage longitudinally is by looking at statistics concerning mortality and treatment of non- fatal diseases. If Americans are overall healthier, especially in the wake of medical intervention, than they were 20 years ago, care has improved. To the best of my recollection, we are much better off than 20 years ago.......
