Actually the war began (between Jewish and Arab irregular forces) immediately the UN partition vote in 1947. Most regufees fled during the war in 1948.

The terrorist groups - actually they were the Arab leaders who felt they would be victorious and would wipe the out-manned and out-gunned Israelis.
