Pre-emptive Politics Bush's "Every Child Left Behind" needs more bally-hoo. The general public should become aware that both in theory and practice, this program is a huge flop that is injuring children. It was based on a Houston Texas program that occurred under then Gov. Bush. Subsequent results have shown that program to have been a disaster - so much for theory. The federal program never received the funding it required - so much for practice. JMO lurqer
