Whatever Europe means is an important part of your questioning...You indicate you want to avoid specifics and speak in general terms then you ask specific questions covering the entire region. I maintain geography is a huge part of your viewpoint...someday you will acknowledge that. Nevertheless, I will try to answer your question.

Yes, I think Europe should defer to the USA if it is required by existing treaties. Now having said that, let me admit right away that answer is too open...almost dumb. It would be much better to discuss this in terms of each country.

Again, you avoid the geographical and statehood issues. Europe is hardly a single entity with a single viewpoint. Nor does the US have a single policy that covers all of Europe.

Of course they should if it involves treaties and/or their best interests are involved.
